Several of these little things have bothered me about Sailor Moon before. Why is SM the only one who can use her tiara? Why doesn't Sailor Moon attack until Tuxedo Mask tells her to? There's a lot more out there. I think the essance of this show is not to think too far into it. This will drive you INSANE! DON'T THINK ABOUT IT! It's just so she'll be pretty, make the episode 25 minutes, or to move the plot along biggrin

Lol I wondered the same thing but I agree with the others it makes them or her more feminine and makes the scene longer.

I thought it was just to show the scouts color. but then again Uranus, Neptune, and Pluto (never got to see Saturn transform) get make-overs when they transform instead of a mani
