I used to find the Wiegraf/Belius fight tough, but I have a decent strategy now, so it's pretty easy.
Chaos from Dissidia was only hard during the Inward Chaos story and even then, he was fairly beatable. (Tip for I.C. Chaos: Use Ultimecia)
In my opinion, the hardest FF boss is Neo Shinryu from FFV Advance. I can't beat him. @.@

Well... Havn't played so much FF games but ^^
My favourite is FF13, and the hardest boss there were Barthendalus!
HE TRANSFORMS TO THOSE SCARY FORMS ALL THE TIME! XD
And he was sooo haard! :S

To agree with some of these posts:
1. Ultemica. Period.
2. Emerald Weapon and Ruby Weapon
3.Ozma. Who may be difficult, but not impossible. Beaten him, but he is a huge pain in the a**.
4. Hades. from FF9. That battle sucks.
5. Zodiark: The final Esper from FF12

I would say Ruby Weapon from FFVII. Emerald Weapon was easy with the "Lucky 7" mode. Plus you had to fight Ruby Weapon with just one character.

Ruby weapon was easy... just set phoenix to final attack and set knights of the round and mimic to use it infinitely. Plus I change my mind about who's hardest... I forgot how hard ultimecia is with freaking greaver...

Chaos from Dissidia only cuz when ur a low lvl and u beat him da first time he fights u again right after that pisses me of and also sphiroth at the end of ff7

Ok, your all probably going to laugh at me, but I find the hardest boss is Braska's Final Aeon in X. I have been stuck on him for three months!! Whenever I get close to killing him, he always kills me first!! It bugs meh. . .

Um, don't laugh, but... right now for me, the ******* hardest boss is the Demon Wall from XII gonk gonk I JUST CAN'T BEAT IT. I think I'm just super unlucky gonk

I did NOT play most FFs to completion, so my response might be a bit half-arsed. Still, Ultimecia was a royal pain, but having items that make you literally invincible was a huge helping hand. Cast Aura on Squall, feed 'im a Hero, and just Limit Break the everloving life out of her xd
Still, for my lack of finished games, i'm gonna place Ultimecia as hardest final boss, and hardest normal boss is Omega Weapon(FFVIII) or Angra Mainyu(FFX-2) if you consider super-bosses. If you don't, then it's definitely Sorceress Adel(FFVIII). Took me weeks and real genius junctioning to pass that lil' beesh gonk
