The Picture of Dorian Gray by Oscar Wilde is a woefully underrated book. I highly recommend it, especially when accompanied by a cup of Earl Grey tea and a sunny afternoon.

I also suggest Airman by Eoin Colfer (of Artemis Fowl fame). It is set in a tiny fictional kingdom off the coast of Ireland (the two islands are real) in the late 1800s. The young hero wants to fly and goes through a few various contraptions in his misadventures. It includes a "rescue the princess" theme.

I wouldn't say it's "underrated" and much as it simply isn't often mentioned. It's actually very highly regarded in the literary community but it's not exemplary of any movement or genre--except the Wildean novel, which is general put on the back-burner in comparison to the Wildean play--and therefore just doesn't come up often.

Personally, it's one of my favorite books. It's only competition in my heart is A Tale of Two cities.

BUT! My main point...
Neither particularly steampunk except in that they are Victorian British Literature. Which is, I suppose, one of the biggest inspirations for the steampunk movement.

This isn't really Steampunk or anything like it, but I thought I'd go ahead and suggest in anyway...

"Metropolis," a novel published in 1927 by Thea von Harbou, is a wonderful dystopian future novel. It's got a fair bit of romance, technology, and action. : )
(You can find a very cheap version on Amazon for Kindle... : P )
