Well my reasoning is because I see Lithuania always soft-spoken and Poland is more outgoing. That's just the way I see them but I could be thinking of different characters, lol.
Liet is very soft spoken! He's also very strong and stubborn. Going behind Russia's back to call Poland, getting angry at Poland and ranting about it ( 'That Bastaaard!' XD), and as the other two Baltics say, brave enough to talk directly to Russia. But, you know, being soft-spoken doesn't mean you have to bottom. Poland's dressing like a woman leads me to believe he'd enjoy being on bottom, and still being bossy. I see Lithuania as the 'man' in the relationship, and even sweet and kind men can (of course) top someone nicely!
