I don't care what Takakura(the guy's name) said, I have reached the 4th chapter in this game, and know what I am talking about. They will give you milk after they finish making Mother's Milk for they baby. I don't wanna have to repeat myself again. Trust me, I haven't made it to Chapter 4 on vegetables alone. As for the previous person quoting my post, if you don't like getting your heifers prego, then you are pretty much dooming yourself. That is the only way to get milk from them, one baby each year, cuz after 40 days(one game year) they no milky anymore until they have another baby. That is just how the game works. If you don't want a male, SELL IT! There are no repercussions in the game(despite what the manual says).

This web address should be a clicky but if not, you will have to copy and paste it. When the page pulls up, type "Cow" in the box labeled "Keywords" under cheat display options. Do this, and the first hint that comes up is(or should be) "Cows not giving milk?." This hint/cheat(as it were) is true, another member and myself verified it.

Only once, if you check out the link I posted it also has a tip for him, I believe. You gotta befriend Takakura to do it.

...Wow...you must be an uber noob at this game...You befriend someone by giving them items. Only one a day, usually, is the max. So give Takakura an item every day. He loves farm produce, but you can give him herbs and stuff you collect too.

I don't like selling my animals, makes me feel bad. I don't use milk as my main income, so I guess it doesn't really matter. I mostly sell vegetables and eggs.
