Okay Ravenwolf. I'm no cheater. I promise you that I did not look it up...
I'm pretty sure that it's from a scene on FFIX in the Black Mage village, and that it's Vivi.
If it's not Vivi, then it was one of the other black mages, but I'm pretty sure that it's Vivi, so Vivi is my final answer.

I remember that line. A Galbadian soldier says that to a disguised Selphie, since she's the shortest character in the game. Most of the soldiers are about (I'd say) an average of 5'8", while Selphie stands at a fairly short 5'1". Either way, it was a Galbadian Soldier to Selphie during the Missile Base Scenario.
