Strange, I thought this would be easy...
It is the Cabbage Merchant from Avatar: The Last Airbender.
This is his catch phrase... he says it anytime he appears in the storyline... except the last time he is seen in which it is "My cabba-!... Oh forget it..." lol
If you haven't see Avatar, I highly recommend it. Very entertaining series.

-Yikes you are right... its from Avatar sweatdrop , and yes its a very good series or was, even if the ending chapter didnt like me too much
-Cast in The Name of God Ye Not Guilty- isnt from the Anime "The Big O" -superb anime and the character and mecha design are awesome...-
