None of his alternate forms are since you cannot play with them on the wi-fi without hacking, but Rotom's original form is legal.

You have no limitation on what you can use (besides type or approved compensation as per your particular type). Sideboard only exist for challengers of the Wi-Fi League. Edit: Yokubo-chan and Nitrox Dragon have been added to the tournament roster.

Dang If I knew there were going to be multiple electric combatants, I would have gone with steel, but now I see someone else has already taken that element. Guess repeated elements was inevitable. So I'll stick with electric.
