But when one says towel one isn't referring to how an object drips free of water, but how a towel is used to dry something else.

Water
If you think about it correctly, water can never truly dry up unless we run out entirely, the suns rays arn't strong enough to dry it all so its always wet, and with the iceberg's melting its still wet so never truly drys.
