The 'E' stands for 'estimated'.
It's not something for the companies, it's something for the players. That way you know which games would just be rentable, and which are sure-buys.

So I think that renting games should just be for trying them out before you buy them. Like, if you've heard about this game that sounds really cool or you're unsure about, you just rent it once, try it out, and if you like it, buy it online or something. Or just check the reviews, or something.
