 Tsuna looked around and watched as more and more Quincy started to show up in the area. As he seen this he turned his eyes to each one to see if he could tell how strong they were. In the end each of them were strong but, they would need more if they ever hoped to stand up against the shinigami and hollows. Tsuna turned his head to Shika and said to him in a calm voice.
"Shika what is it that you would like for each of us to do. I know getting an army of Quincy together is going to be alot of work being that the Quincy are all hiding. So im wondering what you think we should do."

Tsuna placed his left hand on his head as he walked towards the window of the mansion. The other Quincy never showed up yet. It seems like they were taking there time to get here so that this meeting could start. Tsuna wasn't really worried about the other Quincys unless they wanted to help. Tsuna's main focus was on saving Ayia a girl he left slip through his fingers before she captured. Tsuna knew he should have went with her so that he could have protected her. Tsuna continued to look out the window as he said to the Quincys that were already in the room.
"I think that we should join with the humans and try and bring down both the hollows and the shinigami. If we could do this the threat would fall on both ends. I think that we have our work ahead of us but, even though I think we can do it. Shika what would you say to this. Actually everyone what do you say to this."

"I think if we where to attempt to take on both the hollows and the shinigami at the same time we be overwhelmed" Russl said as he walked into the room. "But we're on a slippery slope, I think if we're going to attack both sides we're going to need to be precise of our movements" Russl said showing more tactical skill then a teenager his age should've had. "What ya think?" Russl said returning to his regular teen tone he used to deceive people.

Tsuna looked at Russle and said to him.
"You might be right. If we attack them at the same time we will die no doubt. We are strong but, we still need a plan or idea for our approach. Its going to be a war aways so we need to find something to do."
Tsuna turned his head back to the window and continued to look outside. Tsuna really wanted to know what the others had in mind and Russl seemed to have a good idea of things.

"I think all of the houses need to bring themselves out of hiding. For years, we've laid low and gathered our numbers. Now is the time to surface. We are not the small time force we were many years ago. We now have an army to back our smack talk and actions."
Tsume finally said. Being a man of few words, he dosen't say much unless he felt his opinion was needed. In matters such as these, that would be the case in which he would talk more.

Tsuna looked at Tsume and Russl. The three of them seem to speak of all the same thing. They all think that if they could bring out the action of every house and even bring this house and make it the HQ the war between the shinigami, hollows, humans, bounts, and them would come easier than what is being seen.
"Tsume, Russl. If we need to bring out the hollows we know how. If we need to get more members we know how. I real allies are the Humans. We can't trust the Shinigami they have to many hidden ideas. Hollows are our enemies no matter what. If we can just get the Humans to side with all of the houses we can even help them hone there powers if they would listen to us."
Tsuna stood there and started thinking to himself on how he would bring the Humans into this with them.

Kaosu found the villa that Sensei had described to him, and knocked on the door without hesitation. If these Quincy people were as good as Sensei suggested, one of them would hear it even if he was at the other end of the house. In fact, they'd likely sense his reiatsu if they had any talent.

 Just a few minutes later Shika himself walked into the room with the quincies. There he walked across the room looking at each of them as if they were new recruits in the army. His narrow eyes beaming across each one of them as if trying to locate a flaw within them. "I've been gone for sometime now guys. But we got serious planning to do. So let's saddle up and get the ranks together." He said in a rather stern voice. He had been thinking of ways to put this plan together and now the situation was perfect. "Well Tsuna. The time has come for the quincy to immobilize. Our chance to get Aiya back is now. The hollows are at war and they are busy trying to reclaim Hueco Mundo to the winner. This is our chance to get Aiya and get out of there. Nothing else matters."

Kaosu pushed open the doors and headed inside, despite not having been invited in. He had waited long enough, and he knew for a fact there were people there, so he just went in. Following the 'scent' of the Quincy that had gathered, Kaosu ended up in the same chamber as the bulk of them.
"Sorry for barging in, but the door was open and no one answered my knocks . . . would I be able to speak with you on something? I have a proposition for those who will listen."

Shika turned his head to Kaosu and nodded his head at the boy. "I'm all ears. Go ahead." He folded his arms bringing his full attention on what the boy had in mind. Shika could indeed sense the boy's reiatsu. He could sense everyone in the room's reiatsu as far as one could tell. It was nothing special. All quincy had been required to become adept at doing this. Besides reiatsu wasn't the sole area in expertise the quincy relied on.

"Alright . . ." Kaosu began, clearing his throat. He was sure that if these people really intended on living, they had a proposal similar to his on, but he'd deliver it anyways.
"My sensei is trying to unite Earth as one front against the coming evils. You probably know that the Vizard here have allied themselves with the Hollows, and in their fights against the shinigami . . . earth will undoubtedly be the battleground. Our goal it to try and keep the fight away from our families and friends, but our group alone is not enough. We're working to connect with the Bounts and the Shinigami in order to stunt the Hollows' attempts."
He was unaware of the feud between Quincy and Shinigami, but when the topic would arise . . . he'd be sure to get into some s**t.

"You want us to ally with the Bounts and the Shinigami? You would have a better chance of catching the eagle in flight with your barehands. For one, the bounts most certainly hate our guts for what we took part in doing many years ago, an alliance with them would be difficult."
Tsume boomed, crossing in front of Kaosu and looking at him with his dark brown eyes. Obviously by his refrences to eagles, he is not from this land. He then turned to face Kaosu, obviously a little annoyed.
"But it would be nearly impossible for Shinigami's and Quincies to put aside our centuries old feud and work together. Both factions may have similar powers, but we differ on how we deal with Hollows. Shinigami purify Hollows and allow them to enjoy a peaceful afterlife, using their Zanpakutos. We however destroy those souls with our bows. Because of that, the shinigami belived that it is our fault that the balance of the world was tipped to one side, so both Shinigami and Quincy went to war. The Quincies were nearly wiped out, and because of that, we hid and slowly came back to prominence. Your idea of alliances is admirable, but we still have bitter feeling for each other, it most likely won't work."

Kaosu listened intently as Tsume told him that alliances would not be easily formed. He had figured that since Sensei had sent him, that there would be diplomatic difficulty. He had resolved many conflicts between even the most bitter rivals. It had something to do with his purity, his ability to calm storms.
He was unaware of the differences in the way the two factions deal with hollows, but to him, he just couldn't see the problem. He had his own way of dealing with them as well, namely, making them plusses again. "I see your reservation, and I understand that you may very well represent the majority present, but I'm going to have to very respectfully tell you that none of that means anything," he replied. Some might think he was laughing in the face of the warring views of the factions, but just the opposite. He took them very seriously.
"What both sides need to realize, is that there is no scale. Balance is not the issue. And why? because there are no two sides. The Shinigami, your people, the Bounts, the other humans, the Vizard, the Hollows . . . they're all separate entities all shoved into the same universe. Well now, everyone's going to clash and people are going to die. We can have complete and utter chaos, Shinigami killing those they swore to protect, Hollows killing everything in their path. We're facing the extinction at least of the human race, and you think only of an argument you lost in fifth grade?"

"But you can't honestly believe that the Commander of the shinigami will allow an alliance between the three of us do you? Your talking about bringing three factions that utterly hate each other. You must know the Bount's don't like the Shinigami just about as much as the Quincies. Imagine if what your talking about does happen. Do you expect the shinigami to just let us go after this crisis is done? I think not. I think they will stab us in the back once our usefulness is depleted."
Tsume growled back, obviously he is a little more annoyed by the proposition of alliances.

"Then you're in no more danger than you are already," Kaosu replied simply. Either the shinigami cou;d just wipe them out in one fell swoop at any time, or they could wait until the threat of the hollows subsided to do it. Either way, if the feud really was that bad, the shinigami would hit at some point, why not let it wait until things cool down on earth?
"And whether you all or the shinigami know it or not, you're already working towards the maintenance of an entire species, one you've both sworn to protect. So who's going to be more true to their promises? If you really gave a care, you'd join the alliance."
