Unless of course, they're shops suck because you won't buy anything from them, in which case he brainwashes them so they won't get help to bring him down from power with help from outside forces. You think that there was only the Exciting Ranch Plan? Naw, there was an Exciting Plan for everything else too.
Then there's also that he was jealous of male!Jaime's relationship with the Harvest Goddess, so he abused the Goddess when she wouldn't be his no matter what he did (a huge factor of why she turned to stone), and he closed off the town so Jamie couldn't go for help to bring down Theodore and to save the Harvest Goddess. Not that he would have wanted help to save the goddess, but he would have wanted help to bring down Theodore's reign of terror.
