i have never honestly cycled a freshwater tank before i added anything. the cycle will always happen no mater how you do it its a matter of will the fish be ok. i use that bottled bacteria and the stuff to condition water. i have only cycled salt water because EVERYTHING WILL DIE if you dont. i have never had freshwater fish die on me unless it was old age or some kind of sickness (usually just that individual fish from something i couldnt catch fast enough or my mom over fed)
my whole 55 gallon tank was not set down to cycle. one fish has some marks on him but he is big and squeezes through things he shouldnt but he is healing up. all my parameters check out and all the fish all eat and are happy from what i can tell (killifish are trying to spawn and gouramis do some little I LOVE YOU LETS MAKE BABIES dance) freshwater fish are more resilient to a cycle and if you do water changes you can cycle a tank and keep your fish happy.
to test for a finished cycle you need the test kit and this is a break down of what happens.
your ammonia spikes as it goes down nitrites spike as those go down nitrates spike when nitrates reach a reasonable level (around 20) and your ammonia and nitrites are zero then it is finished.
when you add new fish there is always a mini cycle because the bacteria needs to catch up.

this (glass cat)
this (its been A LONG TIME since i have seen these...maybe because these are dyed fish) some info if its only gonna be 2 inches i'd say it would be fine :3
oh and if its colored dont buy dying/painting fish is horrible : (
"There are several methods used including injecting the fish over and over with acrylic dye through a hypodermic needle throughout a course of several days or weeks. Another method utilizes a laser that tears away the epidermis, bleaching away the natural pigment and replacing it with a color. No serious aquarist would ever consider buying these fish. They look like they have been drawn on with a crayon and don't come close to matching the beauty of their naturally colored counterparts." [X]

the second link was what im talking about, although the ones i saw for sale werent dyed. i would never get dyed or tattooed fish, its cruel is the main reason i wont, and my other reason is i prefer duller colored fish.
i want a see through fish because well, ive played so much zelda and i like the bonefish from the games XD
so whats their care? how many can i get do you think i can get?

I think regular tetra care. Nothing that you aren't already providing. And I'd say 3 (they are a schooling fish and 3 in a minimum) and then no more fish after that. any more fish would look bad >_<

i think 3 would be ok
i have a 55 gallon and i have er...20 something fish in it? >.> they are all smaller though. thats the thing.
if you have fish with a small bioload and they arent terribly active you can have more. (i have betta gourami and loaches...not very big or swift fish...only "quick fish i have are killies)
if you have big poopy fish you must have less. thats why i didnt recommend a pleco. you could also do 3 female betta if you didnt want the tetras (not POSITIVE on the glass fish bioload but i think its pretty small)

i was thinking about getitng some girl bettas, but the boy has already gotten so used to living in the 10gal and im iffy on housing the females together since they may also fight to the death. ive had 2 sisters almost kill each other. ive only ever gotten it to work out once

you need more than 2 females for it to ever work 3 or 4 should work fine (i'd go with 4) in a 10 gallon tank i had 6 females and one male. never anything more than figuring out pecking order (a little mouth grabbing) the male would flare up and they he filled the whole top of the tank with bubbles @_@ looked like i added soap
now this is my experience but like i said....i have always kept A LOT more than just 2
so yeah had 6 females one male in a 10 and now i have in my 55 gallon 12 females (12 or 13 i dont remember) and one male. no deaths. some flaring when i add food and thats it ever.
