will mention voice actors here, However, that is secondary for in all cases I I will explain what their voice is like first. Moreover I have tried only to mention well known voice-actors.
Raito/ --
I don't think Raito should be dead-pan but not a lot of emotional veriety. This is because he is always very calm but he also seems very alive and with-it (hawk eyed).
I always have the impression that everything Raito says is on purpose. He has thought every friggin word through. This is why, a fairly clear voice. He's strongest emotion = being deep in thought.
The voice actor would have to make a slow train of thought sound wildly exciting.
Misa/ Aki Maeda
I would hate to see Misa-chan turned into that character people hate very much so I'd prefer
none of that squeaky cute (eg. Mariko Kouda/ 'Maki' from 'Marmalade Boy' and 'Nayuki' from 'Kanon').

actually like How about traditional Japanese girl. Rather like a girl you'd see on the street. For example, I have 'Aki Maeda' in mind. She played 'Noriko' in 'Battle Royale' and I assume a lot of you have seen that as Kazuo Kiriyama has been mentioned in a thread. Aki Maeda also sang the song for 'Boys Be' called 'Daijobu'... Besides, a sweet everyday girl voice would go better with her being an actress, right?

L/ Seki Tomakazu
L is crazy and quirky enough... so what about a voice that can change quickly between serious and light-hearted wackiness. Seki Tomakazu. I think he'd suit the part (roles: 'Van ' in 'Escaflowne', 'Touya' in 'Cardcaptor Sakura').
Tomakazu's hyper roles give the impression he'd not be suitable, but realise he is very capable of serious voice (see: Touya)
