After reading volume 8 of the manga online, I think that there's a possibility that the Chairman is Gozen. Or maybe even the kid.

weeell right now its hard to know theres 68 shugo chara episodes out in all so far but they're not even through with the manga yet which has progressed onnly a tiny bit farther then the anime
