I was able to change it from private to public, so I'm pretty sure that non-guild members can place a vote.

Alright well, I'm sorry I've been absent these past few days. I was hoping the tie in the polls would have been broken by now, but it hasn't...
I'm going to continue to keep the polls open until the tie is broken {whenever that happens} before I hand out any prizes.
I'm sorry to the contestants who are probably eagerly awaiting their prizes, but it only seems fair to wait. If you're getting super impatient, then keep promoting the contest!
