Ah, you download and install the program (obvs), and when you run it, you'll have a little person sitting on top of your active window. They can move, and even talk if you have the right .wav file. And they can have special animations for when you click them.
My Switzy there, you know, the christmas one I made, he just blinks, and when you click him, he gets all frustrated. xD;
Poland goes "<3" when you click him. >w>;
