Sasarai! It could be Sasarai... here's why I think so
sasarai was in the highland army
sasarai being a clone of hukusaak was made to house a true rune, and hugo is capable of housing three of the runes
hugo could have inherited being an elemental true rune user from sasarai
hugo is pretty decent with magic
its a disturbing thought to think of sasarai and lucia hooking up

How is it known that Hugo's father had dark hair? Was it in the game? Because the hair color of parents doesn't necessarily follow through in the kids, due to recessive traits.

That's what I always thought too. I mean, he's been in hiding for like forever, even before he met Anna Lightfellow and married her to have Chris he was just hiding with the Lightfellow family. Having said that he's been in hiding, He may not really have blond hair, he could just be trying to further disguise himself. He is also around the same age as Geddoe (Who is 112) so he could have been around during the Dunnan Unification War(SP?). And since the war is when Lucia got pregnant it is a possibility. "We have already met Hugo's father" We sure have met Jimba/Wyatt. It never said that we had to meet him in one of the previous games. Maybe he's just picking right now to show up... "Hugo's father was a kind man" Jimba is a kind man There is also the fact that even though the Karaya clan is known as a fierce tribe of warriors, Wyatt still chose that clan over all six possible choices. That's what I think anyways... sweatdrop

It was said through official Konami channels, either in the game or in Suikoden publications, I don't recall which, but said that the black tips on Hugo's hair are from his father, who also had dark hair.

I see only one problem with the Jimba theory. Wyatt disappeared when Chris was five, going on six probably, which was during the Dunan war. So, he goes to the Grasslands and stays there, while Lucia is away at war in Dunan. Since Lucia's in Dunan and Jimba's in the Grasslands, he can't have done it.
Plus, Lucia came back home, she was already three months pregnant. Thus, it had to be someone during the war. That rules Jimba out.
Who in the war, not only had black hair, but had the CHANCE to do it with Lucia? Viktor, Georg Prime, Huan, Gijimu, and Tir McDohl. Viktor's chance was when he took Lucia to her cell during the assassination attempt. We know Viktor has little-to-no restraint around the fairer sex, so it's not improbable that he did it.
Georg Prime is a character you get late in the game. He's a bit perverted and is also weak to the fairer sex. He's also 'brave as a jaguar', like Viktor, and his personality and Viktor's are a lot alike. Hugo is a lot like them.
Dr. Huan went back to wandering, and Tuta may have followed him to the Grasslands. Perhaps, when Viktor captured Lucia, Huan went to take care of her injuries and wound up being seduced by the young lady. After a little horizontal tango, Lucia escaped, pregnant, while Huan went back to his work.
Gijimu is the representative of Tinto, who is constantly at war with Zexen. The way I see it, during the war, Gijimu fought with Lucia during the battle in Highland and gave chase. Once he caught her, he would ask why she did it. She'd tell him it was to help Karaya's war with the Zexens. Gijimu would be able to sympathize with her plight. Boom, he impregnates her and they move on.
Tir is the clearest case. He's brave as a jaguar, Hugo is a LOT like him, they look a bit alike, and it was around the time after Tir joins you. The way I see it, Tir runs into Lucia in Greenhill, where he finds a kindred spirit in that they both lost loved ones to war. She suffers from revenge for want to avenge her father, as did Tir want revenge on the emperor of the Scarlet Moon Empire for forcing him to fight his father. They get more to talking, and nature takes its course.
Plus, Hugo is a lot like a cross between Riou and Tir. I think Lucia was impressed with Young Riou and taught her son to be a lot like him AND his father, Tir, which makes the Tir/Riou hybrid we see today.
Please, disprove my points if you like. These are simply my beliefs.

These are simply my beliefs.The only two people you have suggested that I would choose to argue against are Viktor and Georg Prime simply because they are not what one would consider truly "nice guys." I was also under the impression that Wyatt would have fought on the side of Highland and then gone to the grasslands with Lucia when she returned. All are credible theories though. Kudos.

If they said that we had met Hugo's father in one of the suikoden series, then my guess is that he isn't one of the 108 stars of destiny. I think that Jimba or Wyatt (or whoever you want to call him) is Chris Lightfellow's father and besides that he was in Grassland and Lucia was in Duncan. I think Hugo's father is just a random character you encounter in the suikoden series.
