Two questions for you:
1) You list races as being any, with particular notice that you would accept dragonborn of Bahamut from
Races of the Dragon. Does this mean that
Races of the Dragon is an acceptable sourcebook for this game? Specifically, I am interested in the Dragon Tail feat.
2) Do you allow flaws?
I ask these things because I refuse to recycle my old (albiet powerful) spellscale sorcerer concept and because there is a charecter I made for another game that never made it very far that I'd be interested in trying out again. Below is her stats on the assumption of both flaws and Dragon Tail. I can edit as needed, but my submission may change if this is not allowed:

Backstory (highly abridged)Quillathe was born into a prosperous Raptorian town. Her parents decided amongst themselves to give Quillathe a customary elvish name, with a bit of a twist. Quillathe was unusually limber as a nestling, being very flexible and showing an early strength far above the norm. Most people put this unusual charecterist down as good breeding; Quillathe's mother was a fine example of a raptorian, and her father was one of the proud Skypledged.
Quillathe met Ariana at a young age, and the two became fast friends. The two spent many an afternoon together in the trees, with Quillathe wanting to discover what lay outside the village. It soon became apparent, though, that Ariana was developing certain strange qualities. Every so often when Ariana walked past a light object it would move slightly to the surprise of both girls; some experimentation later, and it was decided that Ariana had a knack for sorcery.
Quillathe was jealous that her best friend should be so gifted; Ariana had the power to make things happen now with no training whatsoever, and without even laying hand upon it. Still, no matter how bad it got, Quillathe always put on a friendly smile and congratulated her friend's every success; Quillathe learned to channel her feelings into an iron-hard determination to prove herself. Seeking tutorage from an elder, more experianced Raptorian, Quillathe began to train herself in the martial arts. She learned to coordinate her body movements fluidly, and how every body part could be made into a weapon.

One day, as part of a household "coming of age" ceremony, Quillathe's father offered to take her out on a weeklong travel to see the neighboring metropolis several miles away. Eager for new experiances, Quillathe accepted, and packed what little she thought she needed; it was her father who actually remembered to bring the tent and firewood without which it would have been a miserable journey indeed.
All was well and fine, and there was much quality father-daughter bonding time, but on the fifth day of their travels, something completely unexpected happened, something that would haunt Quillathe for the rest of her natural-born life.
A gigantic shadow fell across both of them. It was a particularily sunny day, and so they both looked up curiously, wondering if some cloud had, perchance, drifted across the sun.
