I would wait one or two years, it doesn't just depend on both your ages, but also on how long you have both been going out and how confident you both are. I was 14 and and 10 months old when my boyfriend gave me oral, and I gave him oral about a month later.
your both lucky, I only get 15 mins.
Also, if you haven't stepped that far yet, the first things you want to do are kissing and exploring, start from the top down xP (lips, mouth first) think more about touching and exploring before actually seeing, it makes taking steps much more comfortable, certainly for most girls.

i actually got tired of the 30 minute rule so i bought her a cell phone that her foster parents dont know about, that way we can text and talk late without them knowing haha
but yea ur right about gradualing getting into things...me and my gf kinda rushed things...we had sex 15 days into our relationship...we knew each other for awhile though, and had deep feelings for each other pratically since the day we met. so idk we have been together almost 5 months and have tried almost everything you can imagine....but thats because we love and trust each other so much that we feel comfortable experimenting with each other. if you feel weird about asking something, or somethin is telling you that she might think its weird of you to ask then your not ready. you two will feel it when you guys are ready to do certain things together and u wont feel weird about asking about it.

I just wanted to say that me and my bf talk on the phone from 9 until we fall asleep on each other. lol
But he sometimes gets his phone taken away and I tend to cry....
Just move slowly. Please dont rush. You might scare her away (jk in a serious way). I agree with the kiss. Just start with the cheek a few days and see if she likes it. If shes comfortable, make a good scene and plant a romantic peck. I wouldn't do open mouth kissing until the two of you are COMPLETLY comfortable with pecks. Just don't rush anything and give her time to get use to the changes.
Idk when i'll have oral. I havn't dont anything sexual (except for over the phone) becuase I met my bf on gaia and we're about 2 states away. I do hope for abstanence but I have a feeling we won't be able to control ourselves when we're finnally together.
And yes, talking and being open with each other is in my opinion the MOST important part of a relationship. Start talking about personal topics. But don't make her think you're a horndog. lol. Be serious about the topics. Soon you'll both know everything there is to know about one another, then nothing will be akward

my girlfriend lives like and hour away from me so we see each other, just not as much as we would want to sad and i know what you mean about falling asleep on the phone she kepted saying to me "are you asleep yet?" and i would just say "yes"

I love falling asleep with me bf on the phone. Sinse I've never seen him, it feels like hes there. That and we dont hang up till we HAVE to go or our phones die...

Odds are great that neither one of you is fully developed sexually, and definitely not emotionally. The emotional and mental repercussions of oral sex are quite similar to those of lost virginity (it is a form of sex after all...), and thirteen is entirely too young for either of you to be "experimenting" in that manner. Seriously, dude, if you push your girlfriend into it, you'll be setting her on the wrong kind of path she could follow well into adulthood.
Morality aside, in the majority of the United States the act would be considered illegal for both parties. Thirteen is way too young for something like this, especially in the eyes of the law.
