Correction: Velociraptors WILL be the dominant species on this planet.
You see, with their advanced brains, they foresaw the comet approaching Earth. Since there was virtually no chance of survival, they cryogenically froze themselves in a HUGE block of ice in an underground laboratory. The ice was at just the right thickness that the heat from the center of the earth melted it at a rate which completely thawed them out to a mobile state in the early 1800s.
The only drawback to their plan is that they lost a great deal of their old intelligence. So for the past 200 years, they've been observing us and learning. Currently I believe they are abducting humans not only for food but also for test subjects. It is also my belief that velociraptors are working on making antimatter bombs to destroy the world in the year 2012.

just playin', but I think I could assimilate into velociraptor society, I doubt it could be impossible.
but more importantly, yeah if velociraptors continued to evolve their intelligence would be far greater than humans, the mysteriously slaughtered cows would be a good example to consider, no blood or entrails, advanced hunting and killing methods employing some intense abilities.
but dont forget that velociraptors posess a number of abilities we dont.
considering they're reptiles, they may posess the ability to regenerate lost limbs including arms, legs, and tail.
the consiquence of this enhanced regeneration though and great muscular power is a very high functioning metabolism, that being with such high metabolism, a raptor would need to eat frequently.
this high metabolism was evident in the T-rex, but because it had to both hunt and scavenge, it didnt have much of a chance to survive. one could be caught napping and fall prey to raptors quickly.
high metabolism does lead to frequent eating, you need to burn off minerals and calories a lot in order to keep from burning out your metabolism, so a high metabolic rate can yield great benefits with the right chromasomes, that being...
if your brain functions at a much faster rate than say the average person, your metabolism isnt burning that much more. but if you posess the limb regeneration gene as seen in reptiles, you would be kicking the burner into overdrive, and you would need to eat more, this being in regards to neutrients and minerals being taken from the body to craft a new limb, be it a leg, an arm, even a finger or a foot.
note the benefits and consiqnences in the velociraptor gene pool, and weigh their chances from there.
also note that reptiles are cold blooded, imagine the possibility of raptors evolving into warm blooded creatures, into mamals with self regulating body heat, this also contributes to the metabolic issue.
measure high brain function, high regeneration, and self regulating body-heat, and you got a pilot light that's burning pretty bright persay.
it wouldnt take much hunger to drive a raptor insane unless there was a loophole around the issues with metabolism involved.
and if you're measuring human abductions, wrap your mind around this. there hasnt been any evidence to my knowledge that would prohibit the cross-breeding of mamal and reptile, if you're talking about sudden dissapearences, think about why some creatures may abduct from other species and a new mutation suddenly appears... that's right, cross-breeding!
if the current generation is doomed, there is hope for the next, and often enough crossbreeding is led to great strides in evolution powers.
the cavemen of our world and goldloving aliens who came seeking our precious metals, crossbred with the locals and created what we may know today as modern humans, the sloped forehead suddenly changing to our foreheads is evidence enough in the suspicion of possible crossbreeding or generational mutations.
and inbreeding has the reverse effect since if breeding with different people yields benefits to the future like greater ease of recovery, then breeding within the same gene pool will reduce if not nullify the capabilities of the next generation, deformities in inbreeding such as mis-shapen heads, shrunken limbs, etc.
I went all in a tangent but you get what I mean.
raptors may have gone into a crossbreeding experiment much as how the amazons may capture men, free labor, and sex. for all you know, that babe next door could be a half reptillian superfreak plotting to get a chance at further breeding.
but this yields ANOTHER problem to genetics.
breeding with too many of the same species when you're a hybrid yourself!
a hybrid of 2 species already has dilution in the genetics, much in the case of say half a glass of beer and half a glass of water, the beer is diluted by the water. consider that hybrids must reproduce with other hybrids to yield the benefits for the future, this may lead to inbreeding, this may not, but in any case, a hybrid breeding with one extreme or another could yield disasterous effects on certain genes from one side or the other.
enhanced regeneration may suffer from this...
enhanced mental capacity may suffer...
genetic physical atributes may suffer from crossbreeding.
creatures risk this every day in this scenario.
lets say atributes only enhance from generation to generation though, this could lead to a super race of multi-ethnic beings who posess the absolute best of each trait their group has to offer. or even few posessing greater than absolute best in features such as thinking, physical abilities, etc. think on that.
