I figured out how to unlock the laser.You have to beat Professional mode.

The plate is in the pool where it is. You don't have to kill it, just be sure that it's far away from you and go in the water, maybe you'll get hurt but it's better than waste ammo.

I'm stuck at code veronica. I got a card that says it can be used at military facility. I have no idea where that is.
