That's called censorship.
Mostly used to block foul words, mainly so people do not feel offended. Although it is proven that people only need the first and the last letter of a word to find out what the word is, or at least sometimes. When they know it's a foul word because of the censorship, the choise of words is limited. When they know a lot of foul words it's easy to see what the word is. Therefor it is pretty useless to use censorship to block out foul words.
Censorship is also used in propaganda. Propaganda means letting out the useful information that people don't want us to know. This is commonly used by the government, those sneaky bastards. Propaganda is also used by people who want to be in the government, so they can lie their way in.
Overall, censorship is stupid.
And lame.
