brilliant idea zebra but how would they know that your not taking care of them unless they go to the owner's house which i guess they can do
Part of the licence would be taking it to a vet every so often to get a check up. Or something like that. Vets would have to report the people who weren't taking these sort of pets to them.
that is a good idea.
The thing is Vet's fees are sometimes quite expensive, and though it would put off all the poeple who wouldn't take care of the animal properly, it's unfair on those who do. It would also mean a large amount of paperwork for Mr. or Miss. Vet to do as well. the vet's fee could be included in the license... I actually don't know. I'm not really a politician.
