Ok as i said we've pretty much gotten rid of most of the powerfull clans like the uchiha (survivor's were itachi, and sasuke both of whom died durring the war.) the Hyuuga were severly decimated, from defending konoha as well as many of the more recognized clans.

The shinobi villages under Akatasuki control are Sound, Sand, Rock, Waterfall, Rain, Cloud, Leaf and Grass. ((Basically the entire mainland contenient.))

I have a justsu learning system in mind so we won't have issues with people overdoing thier chars, and yes i agree every council member should watch profiles for overpowering thier chars.

As for kage's with Akatsuki actually in control they would be govenors or regents under Pein. There are no kage's Pein is the Unikage, so nobody could be called kage. but yes i will agree with council reviewing govenors/council members and confirming them, same with ANBU.

As for bijuu the resistance have they are ; The 9 tails, the 5 tails, and the 1 tail. Akatsuki has the other Bijuu which they have concealed within the City of Eternal Night (Formerly Konoha.) somewhere.

I'm afraid of inbalance because most people will join the resistance, since they are viewed as the good guys.

((Though one of the council has a good idea that i want to stick to that may help with balance villages, We make a limit of 3 (1 jonin/2 gennin) (resistance) to 4 (Akatsuki/mist) ( 1 jonin/3 gennin). Then we tell people that they have to pick another village/faction to join, until we have room in the factions again ((As in all the spots are filled)).))

True. i agree with that. sign Taelos up for the resistance, for he would never lay himself down for the akatsuki. he would fight to the death.

Since kitsune is right and everyone will go for the resistance...sign me up for akatsuki! A couple more questions popped into my head. Are there any survivors of the original Akatsuki besides Pein? And if so, who?

Yes there's Tobi (Mandra), Zetsu, and Konan are the akatsuki survivors. Ohh and if anybody is saving characters please do so quickly otherwise they may be lost to the void. I'm starting to rename villages ect so far there will be four subforums used, sand, konoha, kiri, and the resistance. Then if things start to pick up i'll add more subforums otherwise i don't want to overwhelm everybody i'm surprised nobody wants the last uchiha spot or the rinengan, hyton, or kaguya spots left lol.

Can we have multiple Akatsuki characters? If so can I be Tobi, I'll make the other profile after. If not I'll have to think on if I want to or not.
