To his defense, there only so many poll choices one can create. Besides, he was including the characters of the cannon storyline.

I think you mean "Main storyline" because outbreak is as canon as it gets. Minor characters from the main series are even included in it. And Leon and Claire make a small appearance to (even though you don't actually see them)

Okay then, "main storyline". I wasn't bashing the Outbreak files, I was merely trying to state that there simply isn't enough room in a poll for all the characters.
