Hm... To be honest, I could see it going pretty much any way mentioned here. I don't have a whole lot to say, but admittedly, part of why I like them as a couple is because I don't particularly like any of XII's other pairings (at least those in which both characters are still alive), and while romance certainly isn't the most important thing in a game, it's hard to have a good game without any.
But... I direct thee to the first page of the art book. Of course it's not even close to definitive, but it does hint at something.

it is very interesting to say the least...it could lean to many many possbilities and leave it very much to the player's interpretation....i'd like the think they aren't that way....maybe at some point they were but perhaps figured it'd never would work out.

unfortunaly, I think they´re just friends, I think they are 2 of the greatest Final Fantasy characters EVER.

An excellent question. But not much can really be inferred about either side of the argument as strong evidence supports both parties. Regardless they are, in my opinion, the best pairing in Final Fantasy History, romantic or not.
