Now what I think the verse means is:
It basically means A useless/twisted person makes fights and gossiping between others becomes between close friends.
Which is about Don't try to cause trouble.
And gossip can hurt and ruin relationships with your friends.
Results of gossip can hurt your close friends.

A perverse man stirs up dissension, and a gossip separates close friends.
~ Proverbs 16:28
I read the intro to Proverbs discussing how we should follow wisdom and the way of the Lord and not follow the ways created by either ourselves or others. It also talks about how we should not be simple (lazy), a fool (arrogant), or a mocker (rebel of God).
I looked up the word perverse to get a better understanding of the word and it's discribed as someone who deviates from what is accepted as good or "the right way". Someone who is perverse doesn't neccessarily care who they hurt in the process of doing things, so it's not common to see a perverse person causing problems between people.
A gossip and a perverse person, in my mind, are basically the same thing because both strive to hurt others for their own benefit. Not only does talking badly about otehrs deviate from the right path, but it's a foolish and selfish act that God is hates to see (Proverbs 6:16-19).
I've seen many people around me lose friends due to what people have said about them, whether it was the truth or lies. I have two friends at the moment who aren't in good terms right now. One of them constantly complains to me about a multitude of thigns the other does that makes her angry. I keep telling her to stop telling me about it because it's not going to change anything. People should talk to each other in a well-meaning manner even if they are extremely ticked off instead of schemeing behind their backs. I think that is one lesson that can be learned from this verse.

do you think, maybe, we should send our responses in an message to you, because people could get in the habit of waiting until everyone else posts and then try and make their answer better.
It would keep everything annonymous and people wouldn't feel pressured to be awesomely amazing,
