I'm sure the Faith Threads have it some-where. xD It's in the foreword to the compilation ultimania, and It was Kitase who rejected it for being to explicit, leading to the scene being toned down. It is the current scene that is risque, with the "words aren't the only way to express how you feel" being described as mature conversation.

When they talked under the Highwind, they talked about having nothing left [but each other] and they realize that maybe the only moment they have together, is just then. Now, considering that Cloud and Tifa are very timid and reserved people... I can't see them going as far as sex. If they had, don't you suppose SE would have made Tifa Cloud's official love interest? Don't you think they'd make Cloud and Tifa more open and physical towards one another, rather than shy and progressing? Can you really say for sure that that room is Marlene and Denzel's? We see them sleeping there, (Well Denzel at least) but who's to say he wasn't in Cloud and Tifa's room temporarily? They never specify. I think COT would have made it clear if the two were sleeping together, or even sharing a room. I'm not saying that your idea of what they did is impossible--- maybe SE wanted to keep it more low key. The two live with one another after all, and their relationship continues to deepen... so anything is possible. But, that's also a reason why I didn't think it happened. I think Cloud and Tifa love one another very much, but their love is still developing. It also does not hurt that the cinematics for this scene are the old school cinematic cliche- calling of the name (in the J version, Cloud's ellipses ended with Tifa's name, another error in the U version), the pan away and fade, followed by the fade in two the two huddled up close- used to indicate that something intimate and private happened while the camera looked away. That the scene was Risque and had Mature dialogue adds as well. I'm not saying authoritatively 'Yar! They had sex! No other options!', I'm just trying to point down why I think it was very likely that they did and why it was not out of character for either of them to have done so, or continue to do so before Cloud's demons make him unable to accept the happiness that Tifa and his family bring him.
