its not exactly a village but a group but the akatsuki jutsus are pretty cool xp xp xp xp

I'd say that the best village with jutsu would be Konoha due to several different factors:
1. the Hyuuga Clan Kekagenkai - Byakugan
2. the Uchiha Clans kekagenkai - Sharingan
3. the Nara Clans specialty - Shadow jutsu
4. the Akimichi specialty - to enlarge themselves
5. the Yamanaka Clan specialty - to posses others minds
6. the Aburame Clans - to control insects
7. Rock Lee the amazing martial artist
8. and of course Naruto and all the things he's capable of doing
But my second favorite is most deffinately the Sand village because of Gaara.

I just chose leaf cause they have all the cool characters, well sad though cause they dont have gaara, konkuro, temari, and sasuke(anymore)
