He's got a smexy voice. Just like Siegfried Schtauffen, who uncoincidently, had the same voice actor as Balmung.

Balmung failed.
You don't need him in your party, but it's hard to get through the game if you don't have Wiseman. Mistral and Elk leave so you have only one useful wavemaster, which is Wiseman.
