It helps to start with an idea. XD Like the one I just made, Archmage Gordak, knows almost nothing except Evocation magic (and a handful of Universalist spells) and essentially acts like an awesome old man who rains down the pain on everyone else.
Pick a school of spells and an idea for how they use that school. It tends to go easier from there.

Depends on what type of Necromancer you want to be, but in most cases, I would hope that the answer to that question would be very, VERY obvious.
