you have to post your jutsu ideas in the jutsu list section and then wait and see if they get approved
((Oh and just to be clear, the jutsu section is in the start here section))

There is also a section in Rulebook that explains how to learn new ones after you start.

lol I can't stand "post count" ones because it doesn't reward good roleplay. Lets your standard sop does like 10 words in their post across the 10 posts it requires to learn some C-Rank technique, there is no intensive for the person willing to do 100 words per post to do so. It encourages the minimum effort! However, with a word count it's easier for a lit. roleplayer to get those 1,00 words because they are being more descriptive than your standard non-lit. For them it's a lot more difficult- we reward good roleplay not sloppy posting biggrin
