Well, yeah, he actually does develop it to the extent of them having 65% of their original chakra and their brains function for combat only... But, he classed it as S-Rank Hiden Jutsu (and, then the Mizukage of his younger years said it was Kinjutsu, but, he could still use it if desperate). He actually wipes memory out of them and "reprograms" them for his own desires. So, they don't really have their own minds from when they were alive, they are set programed to obey his orders, etc. like, those control seals that Orochimaru used on the Shodai Hokage and Nidaime Hokage.
Yeah, I actually want him to have his own crypt, which actually has a powerful seal he developed over the hidden door, that's actually requires not only great great knowledge of fuuin jutsu, but the ability to use Doton Jutsu. OH and his blood... That said, his affinities are Water (his main, mostly used in combat), Earth (mainly for hiding related techniques in the ground, etc) and Fire (but only like, 2 techniques, Ash Clone (he developed) and Ash Pile Burning.)
He does at one point use Edo Tensei, but, he doesn't like it. He doesn't like raising actual people from the dead. He prefers them to fleshy robots, basically. He is not as cruel as Orochimaru. He only uses the bodies of the enemies he has killed. o _o
Also, because he has taken the Shikon no Jutsu (well, his version of it) to the next level, he basically can do non-mortal wounds subconsciously. Yeah... basically, his organs are healed from simple disease, and tumors never get to grow, he barely ages... He grows his chakra reserves immensely because of it.
Basically I am saying he is ALMOST immortal... you can mortally wound him though, he can't heal a gaping hole, or like, if you keep stabbing him, he will run out of chakra quickly... Though, if you cut off his arm or leg or something, he can just stitch it back on and it will heal back on within a day... oh and, he has a LOT of scars, he is quick hideous really...
Man... he has been in crypt for like, 100 years, just doing research, so you can imagine that his hand-to-hand skills would SUCK BALLS, while his nin/fuuin/med-jutsu would be excellent. So, the last Mizukage to see him is long dead. O: He appears, even under the noses of the the ANBU/hunter-nin and comes right up to the current Mizukage and tells the kage who is is... making them s**t their pants, hopefully x3
Anyways anyways... enough rambling, this guy won't be perfected for a long time... he probably won't even appear until I am super savvy with the system and also Akati is hopefully a chuunin. O: I may use him in a private story... if I feel like it.
OMG, I just remember of this seal that I randomly thought of once, that could ABSORB those scrolls that you seal elements into, like, into that center of the
chakra pathway system... But, it seems impossible actually...
