If you really wanna get technical about the conductivity of ice, we'll have to assume it's pure ice (considering it's chakra created). Right there, you've got pure water, which in all actually, has absolutely horrid conductivity. Along with the resistance of the cold, you wouldn't get much out of it whatsoever. xD

There are at least 15 different types of ice (water), all with different abilities. If we're talking about just your normal everyday water ice... then I'd say that electricity would only flow along the surface, & it wouldn't travel very far. If repeated applications were made so that it becomes more fluid than solid, then it would act more like that case. If it's akin to a lightning strike, then you have the normal rapid melting of ice through the top few layers, similar to how ground becomes ashen.
