So, I read this situation and then read the rather long AIM Haelstrom sent me, so here's my analysis and decision on it.
Firstly, it was hard trying to figure out WHAT was going on in the first place. After a few re readings, I finally understand that the issue is between whether Vash will take a full punch or not. His reasoning is that an element that can move as fast as light itself can be reacted with no problem with the same speed of the mind's reflexes. However, that split second time period is too small for this tournament to try to do anything such as that, so I rule in favor of Omi.
The punch will hit and the two fighters will be separately, of course with Omi taking his amount of damage, as well.

That was discussed as well in the AIM conversation, does that mean Omi's going to be flattened out as we debated and hit with the full force in a 6' radius from Vash's body as you approved, or what sir? Clarify this and the match can continue.

Omi's going to get hit out. Even though he got his own hit off, Vash still is activating his Blanka-like electrical storm, so you gotta take it.
