As jounin, would it be okay to create/bring in npcs to help things move along? or would I need to go through the crew or the raikage?

Kibi Yonin II Are there any requirements for making a "Hidden Base" in the rice country? A few. You'd need permission from either the crew (Greg), or the Otokage. Possibly both. You'd also most likely need to be jounin ranked. -o-Havik-o- Naga clan members are able to use snakes as pets. Do our snakes "see" like real snakes in the sense that they can detect heat. If so does this mean we are able to find hidden ninja threw our pets?
I think it is reasonable seeing as dog companions are able to track threw smell. You'll probably have to PM Panthers to get a real answer to this one. I think you might be able to, but I'm not sure. I ran a couple NPCs in Iwa when I was an Iwa genin, so if your kage agrees, I don't think there should be a problem.

I kinda want it to be out of the Otokage's knowledge. That's hy it would be out in the rice country, and not in the village per se.
I knew the permission from the crew, I was wondering about any other ones like the Jounin rank. Darn... Oh well, guess it would work well since I'm not allowed to leave the village until jounin rank anyway.

I think he meant you need to get permission from the Otokage not your rpc. the Otokage rpc wouldnt necessarily know about it. However, it is also highly possible that if the Otokage pays attention to whats happening in his country (as he should) that he would be informed of your base's existence and want to investigate. I don't believe it would be metagaming to do so unless your base had been there for a long time already.
Of course, there's no point making a base if you can't visit it. I'd wait till you are able to leave your village or go rogue before trying to make a hidden base.

Due to hiatuses and work on the chunin exams, Custom moderation duties go to any member on the crew. If you have any customs posted in the thread, one of us will get to it. If no one has checked by tomorrow morning I'll look them over.

I have a question... And after a year of being here... I'm ashamed of asking this... But... What will be in a history book in POTS? Like, what if my Rpc goes to the library to read about history, what would be in the book?

Whatever the Victor wrote.... so.... stuff like God is really a hobo riding on the back of a mechanical raven with jet engines up its arse that can shoot lasers from its eyes.
In all seriousness, it just depends. One will tell you something different than another. The guild itself is relatively new compared to others, and the only real Guild Changing event that I can think of was the momentary release of the Demons. But each village has it's own thing, like how Kazekages got swapped after a monster destroyed the tower, how Iwa shifted leads, how the Akatsuki events were apparently just one connected and drawn out dream, stuff like that.
So, I guess to answer your question, depends on library you go to. Guild? It's a very short book. Village wise? Huge, though varies from village to village.

No no, I mean like before the actual guild story began. Something like in the anime/manga that the fox attacked the leaf and so on. I mean things like that. Cause I has a few ideas for something I'm gonna do with Akura after the chunin exams [ if he passes ] but first I need to know a basic rundown of the world history before the Rp.

Catalyst: The opponent must see the user perform at least two hand-seals every time the weather is changed (does not require more chakra to change the weather, it is merely theatrics)
Description: The user of this technique appears to be able to control the weather. The possibilities are nearly endless. The user could create what appears to be a sudden driving blizzard that rapidly coats the area in snow and blasts the target with freezing winds, or they could create a torrential downpour that seems to saturate the ground to the point that it becomes a thick mud river, causing trees and other objects to fall over. The user could initiate a firestorm, or call up a hurricane. Really, the user can create any form of extreme weather that can be imagined.
This jutsu fails to specify how it affects the target. obviously they would see the weather, and they would probably hear it, but do they feel it? and if so how much? obviously they can't be thrown about by a genjutsu tornado that would be massively OP
