No. Only if they say it's okay to PM them. Most likely though they will only reply if they like your idea. A lot of the artists offering are too busy with other peoples CYO's they're working on.

Certain people on that list are okay with being pm'd.
Like..lets sayy..Memo, Mage summoner, Hound, Pixle bunny, Artheart might be okay with it.. Really all the people who are on the list have offered, so long as you don't go bugging random people who haven't offered. And people you know are busy right now it should be okay!
I imagine beej and oblivion are busy, as is rosencrantz. Though if you wanna double check, hang out around the main thread. If you see someone in there who's offered give them a gentle polite..'Hey are your slots still open?' kinda thing.

No, Cosplay is like...Aladin, Yugioh, Naruto, Harry potter, Sailor moon, Chaobits, pokemon trainers, ..stuff like that. Any popular book, tv show, cartoon, anime, manga, character that is not your own making or OC (origional character) I don't believe a pet would count as a cosplay, specially considering that it is your sweet little pet!
Now if it were like..say..The sailor moon cat, orrr..Garfield, then we'd have to say no.

 So sleepy! Been working on this non-stop.... save for the car ride back home from a friend's house =w=;; I'll do gift CYO if you'll have me. Feel free to send me a PM and I'll tell you if I think I can manage it or not. Uhh.... 5 days left -thinks- maybe 2 slots if I'm lucky? Random: ... I wish those feathers hadn't gotten in the way. His hair looks poofy since nobody knows it's tied into a ponytail on that side XD
