That's a part of it... Basically a dummy's a kind of mule for hackers. When a proper cracker/hacker is cutting through the information, it's rather simple to be traced; to avoid that, the smart ones run their info through multiple IPs so even if they're caught they won't be caught.
Reporn's just become a spare IP. And I bet Kelbel got hacked by a spare IP.
