Yes, basically ANYTHING can be summoned with the summoning technique.

Summoning Technique sometimes has scrolls. Those are called blood contracts. (Toad and Snake is the only known ones) They do not count as equipment because you do not need the scroll to summon.

Summoning Techniques, like Kakashi's Ninken, is actually summoning an Earth Release technique that then turns into dogs. The dogs are loyal to the village, meaning a contract is unneeded.

Scrolls that are used to summon, are usually things sealed inside before hand. Like, When Naruto's clones were reverse summoned through a scroll.

There is also a relation to the Summoning Technique the 4th Hokage used, THIS

Summoning Technique can be used by the "normal" way, which is the palm of your hand against a surface (Except Animal Path did it in mid air, showing the skill of the Rinnegan) and summoning an animal, Rashomon, or these guys. Oh and even summoning the dead. But that needs DNA and a sacrifice.

The only limits to summoning, is the user of the technique. Rememeber, Naruto started out summoning his toad buddy Gamakichi. ^^ I do not think it's chakra, because Naruto already displayed he had enough for at least 100 Shadow Clones in Episode 1. It's skill, and also, you got to KNOW what you are summoning. Jiraiya actually proves that too, by doing the summoning technique and then he appeared in the Toad land XD

And now I feel like making my summoning expert... Who uses a scroll to seal PEOPLE inside, and once they are sealed, they are his tools. He just upgraded the Summoning: Impure World Resurrection basically. Oh, and hes an expert in seals too. That's how he did it. Studied summoning and seals since becoming a Genin at the regular age.

not sure about sand manipulators but maybe you could make your own clan based off of it then again it could be one of the forbiden stuff the guild doesnt allow. You should pm onixdragon asking. ( he is the one in charge of suna if you haven't figured that out yet. )

its ok kouri ^_^ schools started for me too and its nighttime in konoha so there isnt much my character could do. We can simply have our characters chat till the day ends or something. I dont mind if you take a while nothing important is happening
