Battle Tower online gets you 8 BP per 7 battles. I think Haru's looking for a tower partner.

You have to level up a male Medicham or Hitmonchan until they learn Ice Punch and then breed it with a Buneary until you get a male with Ice Punch. Then you breed the Buneary with the Sneasel and the babies will have Ice Punch.
