Wallace resists the urge to make out with Jack right now because he had never kissed someone who could not die. Would it be better than kissing someone who could die? "So...nobody can die permanently. Jack can't die period. Life and death are pretty fluid. So..what's to say the buildings won't come back?"

I do not think it is impossible that buildings would not come back.
I think once we figure out the cause of the disappearances we could stop the force that is causing the disappearances and in turn, get the once that are gone back.
Or at least recreate them.

Because they could just as easily be gone for good. If the Heart of Chaos really is causing this then we can't really know what to expect next.
On the bright side, though, if this really is the work of the Heart of Chaos, I don't expect this place to be disappearin' any time soon.
