You can start anywhere in the village, except the interrogation room, an academy student can't leave the village so you aren't supposed to start outside the village either.

...and she's given public service? Handing out missions that are normally just POSTED, and available to take on whenever you want?

"Whenever" the genins want, and she won't be allowed to do anything else untill she finishes that, and our genins need missions. You have a better idea? Maybe killing? Or sending her to jail? Awesome, but that could just cause us to lose a member in our village.

It was my understanding that Genin could simply take missions whenever they wanted to off the boards.
...there is nothing in the rules stating that you have to get them from an upper rank, or noting any other requirements other then completing them.

That would royally screw her over forever. Seeing as Nara's need handsigns to do jutsu. She could be put in a stock-aide. The stock-aide being Kiyoko or Kano hugging her. Them both being Kaguya and all.
