Keep the outfit if you want but I doubt this trick'll work more than once.
I mean, how many times will an Imperial Officer with a harem of alien girls following him around not attention?

I think I will, if Nolaa doesn’t want them back.
Harem of alien girls is meant to draw attention away from the Imperial Officer. You know, like eye candy to conceal the slight of hand.

Customizable armor and weapon slots alone are cause to get it. Not to mention what else is supposed to be in the mix.

You need to aim with a scope to get it's benefit. But there is no penalty if it is on the weapon if you don't use the scope. You just lose the benefit. Do I have this correct?

Right.
The Scope provides a balanced bonus but does not hinder the use of the weapon.
