In all honesty (And I know I'm going to get s**t for this) Join either Konoha, Suna, or Oto.
Iwa and Kiri are both also good candidates, but I've never RPed there (Well, once for a very short time in Iwa).
Kumo is destroyed ( a very small amount of RP goes on there between a couple people)
Kusa is all but dead I believe
Not sure about Ame
and Taki is... Well, Taki is speshul. You could join there if Rachel lets you, but it is also pretty sound.. Mostly because all of its residents are doing things elsewhere for the time being (Were all in Oto I think.. xD)

You might just want to make a character now. The timeskip is coming, but it will take a bit. There is s**t going on in Oto that can't just be skipped through.
