wtf why are all these newbies being allowed to make uchihas. ive been left high and dry for like 2 years now

Konoha and Oto claims the right as originating villages to review incoming Uchihas and "all those newbies" are just two people. So including Kenk, Carlos, and me, that makes five. And Onix. Though we discussed my problems with one of the two, for the other, I doubt you have the patience to write that large of a starting story for a character, so I'm not interested in such a complaint. Concerning the two new guys, I know for certain one won't abuse the clan...we'll discuss the other if problems arise again.

I'm totally fine with Uchiha's, just don't let a bunch of people make them and put that ridiculous genjutsu on their sheet.
Something that powerful should be trained, not just copy pasted.

I would like to know if I could create my own bloodline limit too?

So I prefer to make the bloodline limit and the character at the same time sweatdrop I know how the d20 works, kinda, just the thing that confused me was that modifiers thing. I didn't find it straight forward the sticky...

Modifiers are easy. I don't have the power to approve it (That is your Kage's job) but I can see if there are any minor problems. You can go ahead and make a bloodline if you feel comfortable, but it takes a bit to get approved. I've had some of my clans run for six pages..
