Yes, yes they can. o wo I mean, it does take a few hours to come up with a workable design, cut it, sew it, make sure it still looks good, make edits because it probably doesn't, stuff it, and buy the materials... that's, uh, several hours of work. At minimum. A hundred USD or so isn't usually too unreasonable for the amount of effort that goes into it, though some might be willing to go for a lot less. Depends on who you ask, I guess?
Though I really hope NISA will put out a few. rofl Quite a few people have expressed interest.

Chibi plushies at conventions can go for quite a lot, too. I've thought about getting a few, but the price just isn't worth what you're getting. For a custom job, I can understand. But for something mass-produced, not so much.

(Also, at least outside of Japan, a lot of this stuff has shipping and handling added in to its price so the seller doesn't take a loss... XD; That can get expensive for big items)
