Get stronger first, and ask about it later on. Since you're going to need to be a decent level to lead any organization, especially the Akatuski.

Um hi i have a question about leveling up. When you level up do you have to use the skill points to level up or does it automatically levels up when you have that many chakra points/ skill points?

Every 10k you gain, you get a level for that, up to 3.
So if you trained, learned a bunch of jutsu, and had 20,000 Chakra total.
You would have Level 2 Sharingan.
