I cannot find a question/answer thread so I'll ask here.
According to the Hoshigaki rules, in order to achieve stage two we must fully master suiton. Here comes my question.
Most classes, aside from the Ninjutsu class, have a restricted number of jutsu learnable. And even though some reaches S rank, not enough to cover all suiton techniques. Is it possible to master an element with these restrictions? Or no?
Because I was hoping to make him a samurai or weapon master, but if I cannot master water completely then...yeah. So can someone help me?

EDIT: Also, do they absolutely have to have blue skin? You know how hard it is to find a decent character pic that has blue skin? And doesn't look absolutely rediculous?My guess would be it is just a case of poor wording, and has one of two meanings:
1. You must master all suiton jutsu
up to your rank. S-ranks are technically the forbidden jutsu of Naruto, so under "normal" circumstances, mastering the public jutsu that are A-rank and below would count as learning all the jutsu for your element.
2. You must master all suiton jutsu
your character can learn. This seems to be the most likely case if the general idea is to allow any class to use the second stage of the bloodline. However, since the only thing you're missing out on is the jutsu for stage two if you don't get it, then really it seems stage two might be intended for those who can master all the jutsu from scenario one.
I would bring this up with Cobra, since he's our main bloodline expert.
To answer your second question: yes, your character
must have blue skin if he/she is a Hoshigaki. The good news is that we tell you to describe your character even if you have a profile picture for a reason: usually, there are differences between your picture and your RPC's actual appearance. In the physical description section, you would include that your RPC's skin is actually blue, thus allowing you a much broader range of pictures to choose from.
