It was hardly "going to waste." The visible levels were certainly allowed to appear damaged. But there were vast sublevels housing (hell, are STILL housing) my interests . . .
The only reason I've allowed Sionis to remain where he is is because he hasn't seen fit to explore. *He hesitated.* I would appreciate it if that status quo were maintained.
